Have you turned on server-side caching? It is available in the admin settings under:

site->global configuration->system->cache settings

I've been meaning to add a tip for Joomla because there is also an extension that can help you with your browser caching (among other optimizations): http://extensions.joomla.org/extensions/...ance/11545
