Any Joomla users successfully optimize "First Byte Time" and "Cache Static Content"? I have scored and "A" in every other area, http://www.webpagetest.org/result/120506_Z7_482C1/
However, only able to score a D in former. I'm hosted on Rochen and using CloudFlare.

Have you turned on server-side caching? It is available in the admin settings under:
site->global configuration->system->cache settings
I've been meaning to add a tip for Joomla because there is also an extension that can help you with your browser caching (among other optimizations): http://extensions.joomla.org/extensions/core-enhancements/performance/site-performance/11545
